About Fenix
Fenix is the new museum about migration in Rotterdam. The museum opened in May 2025, and in 2026, Fenix is moving from a phase of building towards consolidation. The organisation has around 100 employees with a wide range of cultural, linguistic and life backgrounds.

About the role
As Senior Talent and Organisation Officer, you are an important link between policy, managers and day-to-day practice. You actively contribute to the development of policies, structures and processes and ensure that these are not only well designed on paper, but are actually applied and understood by colleagues.
You are visible and approachable within the organisation and support managers and coordinators with questions relating to colleagues, teams and collaboration. You know what is going on, bring calm and overview, and help managers translate organisation-wide decisions into concrete agreements, ways of working and practical tools.
In an organisation transitioning from build-up to consolidation, you play a key role in creating calm, clarity and structure, with attention to both people and results.
In addition, you have a coaching and supporting role towards the Talent and Organisation Officer. You help set priorities, safeguard coherence and quality in execution, and ensure continuity in HR processes.
You work closely with the Head of Talent and Organisation and the Talent and Organisation Officer. With your arrival, the Talent and Organisation team will be complete. You report to the Head of Talent and Organisation.
What will you do?
- Support and advise managers on daily HR matters, such as employment law and regulations, performance, absenteeism, collaboration and development;
- Actively contribute to the implementation of training and education across Fenix, organise the leadership programme, and coach managers in conversation skills and team development;
- Translate HR policies into concrete working agreements, templates and practical tools;
- Work closely with your colleague and support each other in HR administration, recruitment and selection, onboarding and internal mobility;
- Conduct and support development conversations and assist managers throughout the development cycle;
- Update job descriptions and support the implementation of the job framework;
- Help document and improve HR processes (including absenteeism, onboarding, internal mobility and development);
- Contribute to the establishment of the works council and provide practical and organisational support;
- Proactively identify bottlenecks in collaboration and organisational culture and propose concrete improvements.
Who are you?
- You are an experienced HR professional who enjoys working hands-on and taking responsibility;
- You have completed a degree in HRM, organisational studies or organisational psychology;
- You have at least five years of experience in an HR or organisational advisory role;
- You communicate clearly and effectively, and know how to build trust and create support among managers and employees;
- You work in a structured way, are approachable and follow through on commitments;
- You are a team player and connector with a warm personality;
- You are flexible and comfortable working in an organisation that is still developing;
- You have a good command of Dutch and English. We aim to welcome our visitors in many different languages, so do you speak other languages? Great;
- You have an affinity with themes such as migration, social safety, inclusion and (organisational) culture.
What does Fenix offer you?

- A gross monthly salary between €4,000 and €4,500 (based on 40 hours per week);
